Microsoft have formed a policy to inform every customer when the government wants their data. This policy was necessary after the Snowden revelations.
Now the FBI has approached Microsoft demanding the data of one of their business customers and with a gag order so Microsoft would not be allowed to inform their customers.
Microsoft has complied for too many years and after that became common knowledge; they had to change it and be serious about it.
This time they fought back and challenged the gag order. The wanted to take it to court - and shortly after that the FBI withdrew its Letter.
What has worked in the past does not seem to work anymore and Microsoft honored the commitment made last December by taking the gag order to court.
If this is enough to calm down foreign customers like governments and big companies is doubtful. China will not be calmed down by this.
Microsoft claims that these requests against Enterprise customers are extremely rare.
Microsoft has made no such commitment to personal customers....
