Um....do we have to know something about how the law works in court for this? I mean, it was some kind of lawyer trick or similar?
The crime happened too long ago or he was already convicted for the same thing?....he is too young?...he is the President of USA?
Or maybe he is just insane and irresponsible for his actions. (I mean the man in the story, not the President)

Two headed would be correct. The victim and the killer are not the same but in a way the killer is connected with a victim. You have solved it - sort of.
