Mystery: The Verdict

A man is trialled and found guilty in murder. The Judge looks at him and says: This is one of the ugliest crimes I have ever heard of, and there are absolutely no circumstances to milden this. I wish from the bottom of my heart that I could sentence you to the severest punishment available, but I have no choiche. You are a free man and may now leave the court room.
Why does the Judge make this verdict?
(This is somewhat inspired by the discussion around one of the other mysteries)

Um....do we have to know something about how the law works in court for this? I mean, it was some kind of lawyer trick or similar?

The crime happened too long ago or he was already convicted for the same thing?....he is too young?...he is the President of USA? :o :o :o

Or maybe he is just insane and irresponsible for his actions. (I mean the man in the story, not the President)

No lawyer tricks. President of the USA is a good one :!: In general I think you are very close. He is not insane.
How he looks does matter, so the Klingon theory is good too.

The man and his victim were some kind of conjoined twins?...two personalities, one of them now killed somehow?

It kinda fits with the Klingon part, they also have redundant/backup organs.

Arghhh, I'm going crazy...it's like the answer is spinning around me but I can't catch it.
All I can think of is that the victim and the killer are the same somehow.
Conjoined, disjointed , two headed...what the heck is it?

Two headed would be correct. The victim and the killer are not the same but in a way the killer is connected with a victim. You have solved it - sort of.

Oh wow, and I was thinking on the double jeopardy law... didn't want to say anything because I don't know if it applies in other countries, too.
