Can meta-refresh be added to phpbb, or not? It would be nice to have for those who stay signed in.

Yes it can. I'll see what I can do. In the mean time you can just use Opera, It has a function where you can set it to refresh as often as you want (ie every minute).
To activate it in Opera just right-click and pick reload every....
Opera is from Valhalla you know

In fact most browsers can auto refresh these days so there is no immediate need to implement this:

Chrome does for some things, but here isn't one of them. Ah, there is an extension... yay! 
Thank you, btw. I came across, in the installation of that, that there's a "Facebook Chat Destroyer" extension. lol. Great. That's one of their most insecure features!

Yes Auto refresh plus is good in Chrome

I'll take that back Autorefresh places adds on the bottom of your pages. I did not see that up front so it is sneaky. I removed it
