Try this:
In Arch, open a root terminal (you will have to have the root terminal package installed to do this). When it asks for the root password, tell it to save the password in a keyring when you do, rather than just "save for this session". Give the keyring a password, the works, just follow the prompts. You will get to the root terminal from there.
Then, logout/login.
Then, try to go to System/Shut down. The Shut down option won't be there. Look and see if you can find the shut down applet to add to the panel. It won't be there. Try using the applet if you already have it added. It will be grayed out.
Now, go to your /home folder, and go to ~/.gnome2/keyrings. Delete the Default.keyring there.
Logout/login again. Your Shut down option should re-appear.
There is no reason why saving to the keyring should do this.

I find that keyring thing buggy on every distro. Probably me not understanding it.
Manjaro 64bit on the main box -Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz and nVidia Corporation GT200b [GeForce GTX 275] (rev a1. + Centos on the server - Arch on the laptop.

Yeah, I wondered if that were the case. I'm not using Fedora any more, so can't test it on it. Can't even get into it.
