Putin and Linux

ImageOne year ago Putin decided to put all federal Computers on Linux.
It was to start in the second quarter of 2012. By now there must have been a decision regarding Software/distro . It does not look like Mandriva got the deal.
So has anyone heard something regarding this?
Has it drowned in Russian bureaucracy or in Russian Vodka?

Manjaro 64bit on the main box -Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz and nVidia Corporation GT200b [GeForce GTX 275] (rev a1. + Centos on the server - Arch on the laptop.
