I guess you have to pay for serverspace, so this might be a bad sign.
Manjaro 64bit on the main box -Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz and nVidia Corporation GT200b [GeForce GTX 275] (rev a1. + Centos on the server - Arch on the laptop.

Well I see them back up now at http://www2.mandriva.com/ - checking the forum now at http://forum.mandriva.com/index.php , and... I get Page Load Error. Something is clearly going on, either that, or they just haven't gotten the forum back up again.
Edit: I've also noticed when you click to download a file from www2.mandriva.com, like from here for example, sometimes it comes up with no file, saying Page load error - it's timed out.
That makes sense - that's where the majority of their bandwidth allotment at the site will be used; there and the forum.

The forum has just come up for me; however, I don't know yet how stable it is.
