Yes it is there. I have it working in my Mandriva box with 4.5.5 too. On my KDE 4.6 box I use Slim login manager so that was a natural suspect. But then dedanna confirmed that she uses it too and that she has the poweroff button working.
That makes this a local fubar - and my complaint obsolete. I don't have to much trouble with shutting the system down in CLI so I can live with it. My criticism was that a newbie can't.
But I sure have no clue what I have fubared here.
Anyway 4.6 is the most stable version I have ever come across. When "dual booting" with Gnome the trouble was always to be expected on the KDE end -not so anymore.
I am starting to like it (the News and search plasma desktop).
